Rahmat Wibowo's receipt form for his “confidential” notice No. 077 to the president director of Peruri and the head of INA Digital, demanding a written reply within a week

An acknowledgement-of-receipt form (Tanda Terima Surat Pemberitahuan) for Rahmat Wibowo’s notice No. 077/PEMBERITAHUAN/RW/X/2026, dated Friday, 30 October 2026 and marked “Rahasia” (confidential). The notice is addressed to the President Director of Perum Percetakan Uang Republik Indonesia (Peruri), the state-owned mint, for the attention of the board, the legal, compliance and human resources divisions, “and the head of INA Digital”, at Peruri’s head office in Kebayoran Baru, South Jakarta. The form is signed “RAHMAT WIBOWO, Pelapor / Pihak yang Dirugikan, Bekasi, 30 Oktober 2026”.

The images carry two stickers: an Institut Teknologi Bandung thumbs-up logo over his signature, and the words “kan kamu anak ITB, mAsA gInI aJa ga ngerti” (“you’re an ITB kid, how can you not understand something this simple”) next to the recipient’s signature box. Rahmat posted both pages on Threads himself the same day. The notice itself, which the form says is 17 pages long, has not been found.

What it says

1. The documents handed over. “Surat Pemberitahuan Nomor 077/PEMBERITAHUAN/RW/X/2026 beserta Gelar Fakta dan Lampiran Bukti (17 halaman)”, one file.
2. A deadline. “Batas waktu tanggapan tertulis: Jumat, 6 November 2026 pukul 17.00 WIB, disampaikan ke [email protected].” A written reply within one week, to his personal email.
3. Delivery. By hand, courier or registered post, with the receipt number, date and time, and the name of the person delivering it.
4. Receipt. Who received it (corporate secretary, legal or compliance, reception or security, other), their name, position and unit, the date and time, the incoming-letter number, and “the recipient’s signature and company stamp”. The recipient “is asked to forward the letter to the President Director and the Legal Division”.
5. Refusal. A box for “the recipient refuses to accept or sign”, with a reason. “The refusal is recorded by the delivering officer and the witnesses below. The notice is still deemed delivered to that address on the recorded date and time”, with two witness signature boxes.
6. A disclaimer. “This receipt only proves receipt of the document and the date of receipt. Signing does not mean the recipient accepts the contents of the notice, and does not mean that Peruri or any other party admits to the acts described in it.”

Observations

1. Two notices, two employers, one day. Notice 077 to Peruri and INA Digital, about Ibrahim Arief, is numbered right after notice 076, which he sent the same day to SawitPRO about Petra Novandi Barus (doc-20261030-001). Earlier this month he named Ibrahim and Petra as the CTOs of the state-owned subsidiaries Kuncie and “Ina Digital Edu”, tagging Peruri (ev-20261019-004). On 23 October, he sent another legal notice to the address registered for Ibrahim’s trademark (ev-20261023-002).
2. A state-owned company, a week to reply. He asks the board of a state-owned company to reply in writing to his personal Gmail address within a week, and has its staff sign and stamp a form for him.
3. Witnesses for a refusal. If the company refuses to sign, the form has the refusal recorded by witnesses and declares the notice delivered anyway, borrowing the formality of official service of court papers for a private letter.
4. “Confidential”, posted on Threads. Like notice 076, this one is marked “Rahasia”, and like 076, he posted it on Threads himself the same day.

Pages still needed

None of the receipt; he posted both pages. The 17-page notice No. 077 itself, with its Gelar Fakta and evidence, has not been found.
