Analysis

What this document is

A one-page Surat Tanda Terima (mail receipt) from the administration office (Tata Usaha dan Urusan Dalam) of Bareskrim Polri, for Rahmat Wibowo’s public complaint against Meta AI, numbered 077/ADUAN-DITTIPIDSIBER/RW/IX/2026 (doc-20260928-001). The form is printed; the entries are handwritten. Rahmat posted a photo of it on Threads with a sticker reading “kan kamu anak ITB, mAsA gInI aJa ga ngerti” (“you’re an ITB kid, how can you not get something this simple”).

  • Letter date: written as “28 September 2028”.

Observations

  1. A mail receipt, not a police report receipt. It comes from Bareskrim’s administration office and records that a letter was delivered. It is not a Surat Tanda Terima Laporan Polisi (STTLP) and gives no police report number; compare the STTLP numbers he has cited for other reports (ev-20260728-032, doc-20260927-001).
  2. “Model A” is his own subject line. The subject copies the title of his letter, including his own definition of a Model A report as one made by the person who experienced the events. Recording a letter’s subject does not register it as a Model A report. As commonly described under the police chief’s regulation on criminal investigation, a Model A report is made by a police officer and a report from a member of the public is Model B (doc-20260928-001, observation 5).
  3. Received eight days after its date. The complaint is dated 28 September 2026 and was received on 6 October 2026.
  4. Dated 2028. The letter date is handwritten as “28 September 2028”, two years after the date on the complaint itself.
  5. Addressed differently. The receipt lists the letter as addressed to the head of Bareskrim. The complaint itself is addressed to the Director of Cyber Crime (Dittipidsiber).
  6. What it does not show. The receipt records delivery only. It does not show that the complaint was registered as a police report, assigned to an investigator or acted on.

Police procedure was not checked against the official text of the regulation.
