What this document is

A 19-page somasi (legal notice), numbered 079/SOMASI/RW/X/2026 and dated Thursday, 1 October 2026 in South Jakarta, from Rahmat Wibowo to Kukuh Setiawan, whom he identifies as the owner of the Threads account @kukuh.setiawan and places, from a LinkedIn profile, in North Wollongong, Australia. Rahmat posted it on Threads. Pages 1–14 have been found: the notice up to the closing and “Hormat saya”. Pages 15–19, probably the signature and the evidence attachments, have not.

What it says

  • The posts. Three posts by @kukuh.setiawan over about two days:
    1. A sarcastic “apology” acknowledging “the greatness of Mas Rahmat as CEO of Infraloka, ITB cum laude alumnus with a GPA of 3.91 … future visionary tech leader”, asking not to be “showered with somasi from the Gandiva bow of Rahmat Wibowo the Arjuna”, with a later reply in Javanese: “mong an kocak nek di sanjung sanjung grandiosity ne, ben lewih sinting”.
    2. An image of someone crying, which the notice says it does not rely on.
    3. A reply to another account (goat.44233318), which had called Rahmat “psikopat”: “Makanya udah gua blok sekarang, ga worth it ngurusin orang ga danta om 🤣… Tapi ya kasian aja sociopath begitu….”
  • Legal basis. Defamation, slander and minor insult under the new Criminal Code (Articles 433, 434, 436, aggravated by Article 441), disclosure of personal data (Personal Data Protection Law, Articles 65(2) and 67(2)), the right to be free from stigma (Law 8/2016) and civil tort (Civil Code Articles 1365–1373).
  • Demands, by Thursday 8 October 2026 at 09:00 WIB:
    • delete the posts;
    • post a public apology in Indonesian and English for at least 30 days;
    • stop referring to his mental health;
    • pay Rp533,333,334;
    • provide written proof that he is a “sociopath”, or a written denial that the account is his.
  • If not met:
    • a police report;
    • a civil suit for Rp8,000,000,000;
    • reports to Threads/Meta and Australia’s eSafety Commissioner;
    • summons through diplomatic channels and, if he does not appear, naming him a suspect and putting him on the wanted-persons list (DPO);
    • mutual legal assistance with Australia;
    • Interpol;
    • an extradition request.

Observations

  1. The amount is a criminal fine, doubled. The Rp533,333,334 is two times the maximum criminal fine for slander under Article 434 (Rp200 million) increased by one third under Article 441; the Rp8 billion is two times the maximum fine under the Personal Data Protection Law. The notice itself says criminal fines are paid to the state and that it uses them only as a “benchmark”.
  2. Extradition for three Threads replies. He sets out a path to a wanted-person listing, Interpol and extradition from Australia over three posts. He writes himself that he “cannot yet confirm” that defamation, insult or disclosure of personal data are on the treaty’s list of extraditable offenses and that the outcome “cannot be promised”.
  3. The “personal data” is information he published himself. The data protection claim is based mainly on his GPA of 3.91 and cum laude predicate, “as long as the sender did not publish it himself” (page 9). He posted his own transcript, showing that GPA and predicate, on Threads (doc-20231028-001). The “Arjuna” with the “Gandiva bow” is also a figure he uses for himself (ev-20261011-004).
  4. The words are not his diagnoses. The notice treats “sociopath”, “grandiosity” and “sinting” as negative labelling of his mental disability under Law 8/2016. The notice itself says he has never been diagnosed as a sociopath or psychopath; the diagnoses on record are bipolar disorder and ADHD (doc-20260513-001). The notice also concedes that the criminal provisions of Law 8/2016 do not cover stigma on its own (page 7).
  5. His employer is in the address. The address block names Kukuh Setiawan’s field and employer and his university, taken from LinkedIn, and the notice goes to some length to identify him. On page 14 it says it is not addressed to his workplace and will not use his employer as leverage.
  6. The standard he sets for others. The notice treats a public remark about someone’s mental state, made by a stranger with no knowledge of that person, as an attack worth Rp533 million. A week later Rahmat himself publicly told Gatot Gunarso to have his mental health checked (ev-20261008-001), he has publicly called others “calon terpidana tipikor” and “Abu Lahab”, and he mocked Kukuh Setiawan himself on Threads with an owl-song parody of his name (ev-20261017-005).
  7. Not shown to have been sent or answered. The collected pages show no proof of delivery and no reply. We did not find any report of the threatened police report, suit or extradition request having been made.
  8. Numbering. His legal notices have their own numbers: 006 on 28 August (doc-20260828-001), 027 on 29 August (doc-20260829-001) and 079 on 1 October. The numbers are not a running count for the year, though: his complaint of 14 August cites a somasi numbered 035/SOMASI/RW/IV/2026, dated 19 April 2026 (doc-20260814-001).
