Analysis
What this document is
A one-page Surat Tanda Penerimaan Laporan (STTLP), the receipt the police give a person who files a report, numbered STTLP/B/7205/IX/2026/SPKT/POLDA METRO JAYA and dated 27 September 2026. It is laid out like a receipt from the integrated service centre (SPKT) of the Jakarta regional police, Polda Metro Jaya, but redrawn in the style of Black Panther: the letterhead reads “Kepolisian Negara Wakanda, Daerah Birnin Zana”, the border is gold tribal patterning, and the stamps show a panther’s head. Rahmat posted it on Threads.
What it says
- Report: made at 11:34 WIB on 27 September 2026, for a suspected offence under the Personal Data Protection Law (Law 27/2022, Article 67(2) jo. Article 65(2)), on Threads, by “the account in the name of machi_achmad”, with the reported party “DALAM LIDIK” (under preliminary inquiry).
- What happened: while using Threads, he saw a personal photo of his shared by the account machi_achmad “without permission, done by an unknown party”, which allegedly violated his privacy; he felt harmed and came to the SPKT of Polda Metro Jaya to file a report “to obtain legal certainty”.
- Reporter: Rahmat Wibowo, male, born 13 October 2001, age 24, self-employed (wiraswasta). His citizenship is given as “Wakanda”, his religion as “Bashenga Faith”, his address as “10880 Malibu Point … (Kediaman Tony Stark)” and his phone number as +1 310-555-0199.
- Signatures: Rahmat Wibowo as the reporter; “a.n. KAPOLDA METRO JAYA, KA SPKT — OKOYE, Komisaris Polisi”, over a blue “Polda Metro Jaya — Birnin-Zana” stamp; and “Mengetahui, Raja Wakanda — T’Challa, King of Wakanda”. A note points to “https://wakanda.go.wakanda/poldametrojaya” for case updates.
Observations
- “Wakanda” is slang for Indonesia. On Indonesian social media, “Wakanda” and “Konoha” are mocking nicknames for Indonesia, used when something in the country seems absurd. Rahmat has used them that way himself, calling a story about fake degrees one from “a fictional country often called wakanda or Konoha” (#Wakandakonoha, ev-20260622-008). Here the Jakarta police’s service centre becomes the police of Wakanda, its stamp reads “Polda Metro Jaya — Birnin-Zana”, and the receipt is countersigned by the king.
- What follows a real receipt. The number has the format of a Polda Metro Jaya receipt, the same as the one he cited in July, STTLP/B/5273/VII/2026/SPKT/POLDA METRO JAYA (ev-20260728-032). The date, time, articles, the account reported and his name and date of birth are given plainly; his date of birth matches his hospital certificate (doc-20260909-001). Whether a report with this number exists cannot be confirmed from the image.
- What is fiction. The citizenship, religion, Tony Stark’s Malibu address, the 555 phone number (the prefix reserved for fiction in North America), the signatures of Okoye and T’Challa and the “.wakanda” web address.
- The ID number looks like his real national ID number (NIK). The “nomor identitas” is “WKD” followed by 13 digits. The Indonesian NIK has 16 digits: a six-digit area code, a six-digit date of birth (day, month, two-digit year) and a four-digit serial. The first six digits are the area code for Kota Bekasi, where he says he lives (doc-20260921-001). The next six read 13-10-01, his date of birth as printed on the same receipt (13 October 2001) and on his hospital certificate (doc-20260909-001); a day below 41 is the code for a man, matching “Laki-laki”. Only the first digit of the serial is present, so the number is cut short by three digits. It is consistent with Rahmat Wibowo’s own NIK, but this cannot be checked without access to the population register. If it is his, he has published part of his own national ID number on the receipt.
- A named account and an “unknown party”. The receipt says the photo was shared by the account machi_achmad and, in the same sentence, that it was shared “by an unknown party”. It does not say which photo or where it came from.
- His own use of other people’s photos. Twelve days later he posted the photos from Machrio Achmad Nurhatta’s diplomas, which he says he saw with an anonymous Instagram story viewer after Machrio blocked him, and asked why his photo looks different on each one (ev-20261009-002). On 19 October he posted Rahmat Fabhian Aminuddin’s student cards; Meta AI told him that student-card data is private and that spreading it risks doxxing (ev-20261019-001).
- A receipt records a report, not a finding. An STTLP confirms that a report was received. This one names no suspect: the reported party is “dalam lidik”.
- Report number and receipt number. The opening sentence cites the police report as “Laporan Polisi Nomor: STTLP/B/7205/…”, the receipt’s own number. The receipt he cited in July gave the report as LP/B/5273/VII/2026 and the receipt as STTLP/B/5273/VII/2026.
