Analysis
What this document is
A 21-page somasi (legal notice and demand letter), numbered 065/SOMASI/RW/IX/2026 and dated Sunday, 20 September 2026, from Rahmat Wibowo, signing as “Aggrieved Party” without counsel, to Gatot Gunarso. It describes Gatot as a PhD student at Beihang University in Beijing whose dissertation is on ethical artificial intelligence. This is the English version, “document 2 of 3”; it says an Indonesian original and a Chinese version were issued separately. The Chinese version is doc-20260920-002.
It is copied to:
- Hammam Riza, Chair of KORIKA (the Indonesian AI Research and Innovation Collaborative), because one of the messages was sent in a KORIKA WhatsApp group;
- Beihang University’s Office of the President, Graduate School and International Students Office;
- the Indonesian Embassy in Beijing.

What it says
- The posts he objects to.
- A reply by the Threads account @gatotgunarso123, under a post by Machrio Achmad Nurhatta about Rahmat, posted the same day the notice is dated: “Dia orgil, nantangin dan coba meras beberapa orang di grup praktisi AI sampe ngaku bisa bawa DPR dan Polisi buat nuntut ke Taiwan… Dia cm modal ChatGPT doang, hacker-wannabe ala kiddie script.” (“He’s a lunatic, challenged and tried to extort people in an AI practitioners’ group, even claiming he could bring the DPR and the police to prosecute in Taiwan… He only has ChatGPT, a hacker-wannabe, script-kiddie style.”)
- Messages from an account named “孔明” (Kongming), which Rahmat himself identifies as Gatot’s (“identified by me as yours”), in the WhatsApp group KORIKA-IMPACT: Kesehatan on 13 June 2026: “Kalau spammer, kick aja Pak”, and “Scammer and Spammer, we won’t miss you”, after which Rahmat was removed from the group.
- His defence. He says he has never extorted anyone, and that his exhibits show only that he said he could complain to the DPR, a lawful channel. He stresses that he has never worked with Gatot.
- Legal basis. Indonesian law: Articles 433, 434, 436, 440 and 441 of the new Criminal Code, Article 27A of the ITE Law, and Articles 1365, 1372 and 1373 of the Civil Code. Chinese law, quoted in Chinese with pinyin: Article 246 of the Criminal Law, the Civil Code, the Ministry of Education’s student-management rules on expulsion, and the Extradition Law. A three-way “mens rea analysis” concludes that intent is proved.
- Damages. The maximum fine under Article 434 (Rp200 million), plus a third for using information technology (Rp266,666,667), doubled: Rp533,333,334.
- Demands.
- Delete the post and the messages.
- Publish an apology on Threads and in the WhatsApp group, admitting there is no basis for the accusations.
- Stop making such statements.
- Pay the damages.
- Provide evidence, or deny owning the accounts.
- Deadline: Wednesday, 23 September 2026, 09:00 WIB, under three days after the notice.
- Escalation.
- Stage 1: a police report and a civil suit, with copies sent to Beihang University and the embassy.
- Stage 2, if Gatot does not appear: naming him a suspect and a wanted person (DPO), Interpol, and an extradition request to China under the 2009 Indonesia–China extradition treaty.
- Stage 3: all legal costs in both countries.
- Annex. A separate ethics report to Beihang University (No. 066/PENGADUAN/RW/IX/2026) asking it to verify Gatot’s enrolment, hear him, and remind him of Chinese law and university rules.
- Exhibits A-1 to A-5: Gatot’s LinkedIn profile and history, the Threads reply, and two screenshots of the WhatsApp group.
Observations
- His own exhibits show the threats. The notice says Rahmat only “stated that I could take the matter to the DPR”. Exhibit A-4, his own screenshot, shows him writing three messages in a row to the group at 6:55 PM: “boleh kalo mau masuk leaderboard saya” (“fine, if you want to be on my leaderboard”), “masuk professional blacklist” (“go on the professional blacklist”) and “bisa saya aduin ke dpr” (“I can report you to the DPR”). Exhibit A-5 shows him adding, at 6:57 PM: “analisis mens rea” and “tinggal lapor polisi mens rea dah terbukti pasal sudah jadi” (“all that’s left is to report to the police; mens rea is proven, the articles are ready”). The notice quotes none of these lines.
- What Gatot described is what the screenshots show. Gatot wrote that Rahmat threatened people in the group and claimed he could bring in the DPR and the police. The exhibits show Rahmat threatening a blacklist, the DPR and the police within four minutes. The notice treats that description as a criminal accusation of extortion and asks for Rp533 million.
- Extradition from China over a Threads reply. For one Threads reply and three WhatsApp messages, the notice threatens to have a PhD student abroad named a suspect and a wanted person, traced through Interpol and extradited from China. It concedes that extradition is a “last resort” and that “no outcome can be promised”.
- His university, his country’s embassy and his organisation’s chair. Copies go to Beihang University’s president, graduate school and international office, with a separate ethics report asking the university to verify Gatot’s enrolment, to the Indonesian Embassy in Beijing, and to KORIKA’s chair. It also quotes the Chinese ministry rule that allows universities to expel students.
- The same Rp533 million. The formula, the maximum fine with the IT aggravation, doubled, is the one he used against Yassirullah Muhammad (doc-20260828-001), Ghozy Ul Haq (doc-20260828-004) and Kukuh Setiawan (doc-20261001-001).
- Three days, starting on a Sunday. Issued on Sunday, 20 September, the notice gives until 09:00 on Wednesday, 23 September, to settle.
- What followed. Eighteen days later he posted, in his “breketek encoding”, that he was sending Gatot an open somasi, and called him an “allegedly idle elderly man whose job is bullying young people” who should get his mental health checked (ev-20261008-001). Yet this notice treats Gatot calling him “orgil” as an offence, describing it as “an insult about mental condition”.
