What this document is

A 9-page somasi (legal notice), numbered 027/SOMASI/RW/VIII/2026 and dated Saturday, 29 August 2026, from Rahmat Wibowo in Bekasi to Adityo Pratomo, whom he identifies as the owner of the X account @kotakmakan, a Senior Product Manager at GoPay Indonesia and an ITB Electrical Engineering alumnus. Rahmat posted it on X. Pages 1–4 and 6–9 have been found. Page 5, which continues “Akibat hukum jika tidak dipenuhi” (legal consequences if not met), has not. Pages 6–9 are his evidence attachments B-1 to B-5.

What it says

  • The remarks. On 21 October 2023, in a reply thread under a post by @hrdbacot about Rahmat, @kotakmakan wrote:
    • “This guy seriously needs help. He’s just making himself unemployable.”
    • “Udah sebulanan kali ya dia masih mempermasalahkan ini. Makin lama juga struktur kalimatnya makin ke mana-mana. Beneran cek in lah ke psikolog. Bisa kok bounce back.”
    • “iya. Sayang banget. Makin diungkit gini padahal makin keliatan si perusahaannya udah melakukan hal yang benar.”
    • “Iyak, senada. Padahal masih banyak opsi dan jalan di luar sana”
  • Legal basis. Defamation and slander under Articles 433, 434 and 441 of the new Criminal Code, and civil tort under Articles 1365, 1366 and 1372 of the Civil Code.
  • Demands, within three calendar days, by Tuesday 1 September 2026 at 17:00 WIB:
    • delete all the posts;
    • publish a public apology on X;
    • stop any further statements, including “in your capacity as Senior Product Manager at GoPay Indonesia”;
    • pay Rp533,333,334 in immaterial damages, calculated as two times the maximum fine for slander under Article 434 increased by one third under Article 441.

Observations

  1. Copied to his employer. The notice is copied to GoPay Indonesia “in connection with your status as Senior Product Manager at that company” and to the ITB alumni association. Five weeks later, in his notice to Kukuh Setiawan, he wrote that he would not use the recipient’s employer as leverage (doc-20261001-001).
  2. Remarks from almost three years earlier. The replies were posted on 21 October 2023; the notice says he only found them on 29 August 2026 and sent it “without deliberate delay”.
  3. Laws that did not exist at the time. He applies the new Criminal Code, in force since 2 January 2026, and quotes Law 1/2024, which amended the ITE Law in January 2024, to replies posted in October 2023. He has himself cited “Nullum Delictum Nulla Poena Sine Praevia Lege Poenali” — no crime without a prior law (ev-20261014-004).
  4. He concedes the remarks are opinion. His own analysis says the statements that he is making himself unemployable and that the company did the right thing are “pada dasarnya bersifat opini/prediksi” (essentially opinion or prediction), so the slander element of Article 434 is “tidak serta-merta terpenuhi” (not automatically met). It also lists, as a “weak point”, that the recipient may argue it is personal opinion protected by freedom of expression.
  5. Suggesting a psychologist, read as an insult. The notice treats “Beneran cek in lah ke psikolog” as mocking his mental health. Rahmat himself has told Gatot Gunarso in public to have his mental health checked (ev-20261008-001).
  6. The same amount for every notice. Rp533,333,334 is the same figure, from the same calculation, as in his notice to Kukuh Setiawan (doc-20261001-001). The notice itself treats the criminal fine as a benchmark for damages.
  7. The thread was about his dismissal. The notice says the remark about the company “doing the right thing” referred to AWS Indonesia. The @hrdbacot account appears in his other accusations about coordinated defamation (ev-20260728-004, ev-20260925-001).
  8. The attachments are a profile of the recipient. Evidence B-2 to B-5 (pages 7–9) are screenshots of Adityo Pratomo’s X profile, including his location and birthday (“Born March 9”), his personal website, and his LinkedIn work history and education, put together to identify him and his employer. The notice he sent Kukuh Setiawan five weeks later claims damages for “disclosure of personal data” over a reply (doc-20261001-001).
  9. His own screenshot shows the thread. Evidence B-1 (page 6) is a screenshot from his own logged-in X account, dated Saturday 29 August at 18:26. Above Adityo Pratomo’s replies, another user asks “Ini orang yg bikin konten abis dipecat AWS itu bukan yah?” (“Isn’t this the guy who makes content after being fired by AWS?”).
  10. Not shown to have been sent or answered. The collected pages show no proof of delivery and no reply.
  11. Numbering. His legal notices have their own numbers: 003, 004 and 006 on 28 August, the day before (doc-20260828-003, doc-20260828-004, doc-20260828-001), 027 on 29 August (this one) and 079 on 1 October (doc-20261001-001). The numbers are not a running count for the year, though: his complaint of 14 August cites a somasi numbered 035/SOMASI/RW/IV/2026, dated 19 April 2026 (doc-20260814-001).
