Analysis
What this document is
A legal notice (Surat Somasi, subtitled Surat Peringatan Hukum, “legal warning letter”) numbered 010/SOMASI/RW/VIII/2026, dated Friday, 28 August 2026. It is from Rahmat Wibowo of Bekasi, as “Pihak yang Dirugikan (Korban)” (the injured party, the victim), addressed to “Sdri. Novellya Devivarlianti”, owner of the X account @Noveliya13, “whom I know as a high-school classmate”. Copies go to “the person concerned (personal)”, the Asset Recovery Agency (BPA) of the Attorney General’s Office of the Republic of Indonesia, and the Institut Teknologi Bandung alumni association (IA-ITB). It was shown in a screen recording posted as an Instagram Reel, where the screen carries the label “rahmatwi_ · Original audio”. The screenshot catches page 1 and the top of page 2 of 7.
Rahmat says he sends it personally as the victim, “without going through a lawyer”. The subject is a “somasi – demand for deletion of content, an open apology and compensation for defamation, slander and insults committed electronically”. For page 1 we restored the running header, which the Instagram label had hidden, from the identical header on page 2, and removed the Instagram avatar and buttons. The wording is unchanged.
What it says
- The posts, 24 to 26 September 2023, which he says “repeatedly mock, demean and attack my honour in public”. Our rough translations:
- 24 September: “drama ni orang lucu bgt ya allah WKWKWK” (“this guy’s drama is so funny, oh God, LOL”), 346 views;
- 25 September, posted “just when I openly stated my intention to take legal action”: “malah bawa2 uu ite dah gws bgt bukannya introspeksi diri” (“instead of looking at himself he brings up the ITE Law, get well soon”), 204 views;
- 26 September: “banyakginnn bestiennyaa juga ikut ngehibahin+keseli sama dia, gws bgt bener2 sakit dah orangnya” (“so many of the besties are gossiping about him and annoyed with him too, get well soon, he’s really sick”), 131 views;
- 26 September, “addressed to a third party”: “nti lu dilaporin ke manager lu bras hati2” (“you’ll get reported to your manager, bro, be careful”), 48 views.
- A repost. “Based on my statement”, she also reposted a third party’s post saying, which he calls untrue, that he was dismissed from his workplace for “leaking internal data” and “misrepresentation”, “an accusation whose truth could never be proven”.
- What he says the posts amount to: laughing at his suffering as public entertainment (“lucu”, “WKWKWK”); accusing and labelling him as “sick”; mocking and trying to obstruct his legal rights; and celebrating and amplifying “mass hatred” directed at him.
- The list of consequences that follows, and pages 3 to 7 with the legal basis and the demands, have not been found.
Observations
- Three-year-old posts with a few hundred views. The four posts are from 24 to 26 September 2023 and were seen 346, 204, 131 and 48 times, by his own count. They were written in the weeks after he was let go by AWS on 14 September 2023. On 25 September 2023, the day of the second post, his own forum account threatened to take everyone discussing him to the police for defamation (ev-20261022-005). That same month he had posted a curse on a pregnant former colleague’s unborn child (ev-20230901-001).
- “You’ll get reported to your manager.” One of the posts he cites warned someone else, “you’ll get reported to your manager”. Three years later he copies this notice to the Asset Recovery Agency of the Attorney General’s Office. In May 2026 he had tagged her on LinkedIn, listed as “from Kejaksaan Tinggi DKI Jakarta”, the Jakarta high prosecutor’s office, in a post calling his former high-school classmates lifelong bullies (ev-20260507-001). He also copies the ITB alumni association.
- The repost rests on his word. The accusation that she reposted the claim about why he was dismissed is made “based on my statement”. The notice quotes no repost and gives no view count for it, unlike the four posts.
- Objecting to being called “sick”. He lists being labelled “sick” as one of the harms. In his police complaint against AWS eleven days later he relied on his own psychological condition, and accused the company of obstructing the rights of a person with a disability (doc-20260908-001).
- One of a batch. It is dated the same day as his notice number 011 to Sulthan Bimo Rizqullah, copied to his doctoral faculty at ITB (doc-20260828-005), and his notices copied to the employers of other people who had posted about him, each demanding Rp533 million (doc-20260828-001, doc-20260828-003, doc-20260828-004). The amount demanded here is on pages not yet found.
- Not shown to have been sent. The pages found have no proof of delivery. The letter lists the copies, but nothing shows they were sent.
