What this document is

A legal notice (Surat Somasi, subtitled Surat Peringatan Hukum, “legal warning letter”) numbered 011/SOMASI/RW/VIII/2026, dated Friday, 28 August 2026. It is from Rahmat Wibowo of Bekasi, as “Pihak yang Dirugikan (Korban)” (the injured party, the victim), addressed to “Sdr. Sulthan Bimo Rizqullah”, owner of the X account @rizqullah__, domiciled in Bandung Raya. Copies go to “the person concerned (personal)” and to the Faculty of Mathematics and Natural Sciences (FMIPA) at Institut Teknologi Bandung, “where the person concerned is recorded as currently pursuing the doctoral programme (S3)”. It was shown in a screen recording posted as an Instagram Reel, where the screen carries the label “rahmatwi_ · Original audio”. The Reel scrolled through the letter and the screenshot catches page 1 and the top of page 2 of 9. The pages say “Halaman 1 dari 9”.

Rahmat says he sends it personally as the victim, “without going through a lawyer”. The subject is a “somasi – demand for deletion of content, an open apology and compensation for defamation, slander and insults committed electronically”. For page 1 we restored the running header, which the Instagram label had hidden, from the identical header on page 2, and removed the Instagram avatar and buttons. The wording is unchanged.

What it says

  • First act, a reply of 13 May 2026 (“accusing me of ‘extortion’”). Sulthan replied to a campaign account that said it would “expose” how Rahmat extorts dozens of people “through his baseless somasi”. Rahmat quotes the reply, a numbered list in slang, roughly: “1. my face once ended up in the culprit’s ‘ashabi’ highlight because of a photo of me with his target, which he deleted a few hours later; 2. he DM’d asking me to pass the somasi on to his target, ‘Don’t let [the target’s workplace] get a somasi’; 3. he asked for the target’s email and address through me, with a deadline.” Rahmat says the reply accuses him of “extortion and/or misuse of somasi”, that it got about 4,800 views, 1 repost and 11 likes, and that asking for a letter address, setting a deadline and copying institutions are “normal elements” of a somasi, “not extortion as meant in criminal law”.
  • Second act, a reply of 10 May 2026 (“insult that demeans dignity”). Quoted roughly: “His bad prayer can’t come back to his child later. Not because God protects his future family, but because what sane woman would fall in love and have children with a creature like this.” Rahmat says it calls him a “makhluk” (creature) and says no “sane” woman would love him or have his children, which he reads as a direct attack on his dignity as a human being, and which “drags” his private life and plans to start a family into public ridicule. It got about 1,200 views.
  • Consequences (“Akibat”), page 2, partly found: (1) real damage to his name and reputation in public, including the allegation of a crime (extortion) that is untrue; (2) real and continuing psychological pressure; (3) the degrading of his human dignity through dehumanisation (“makhluk”) and insult of his private life. The rest of page 2 and pages 3 to 9, with the legal basis and the demands, are not found.

Observations

  1. A somasi sent to prove the point of the tweet. The reply he calls a false accusation of extortion describes him asking for a target’s email and address with a deadline, and warning that the target’s workplace could get a somasi. He answers with a somasi that is copied to the recipient’s doctoral faculty. The same week he sent similar notices copied to employers, each demanding Rp533 million: Pahamify, eLife, DOSS, OJK and GoPay (doc-20260828-001, doc-20260828-002, doc-20260828-003, doc-20260828-004, doc-20260829-001). He had already published an Rp2 billion somasi to Ibrahim Arief (ev-20260728-003). The amount demanded here is on pages not yet found.
  2. The “bad prayer” is his own. The reply of 10 May refers to a “doa buruk” (bad prayer) that “can’t come back to his child”. This appears to be the curse he posted in 2023, wishing the baby of a pregnant former colleague would be born autistic (ev-20230901-001). The notice does not mention it, and quotes only the part about the “creature”.
  3. Psychological pressure and “dehumanisation”. He complains of being called a “makhluk” and says it dehumanises him. In October he called an elderly woman with dementia “a senile old grandmother” and Ibrahim Arief “IBANGSAT” (ev-20261023-002), and put stickers reading “terverifikasi goblok” (“verified idiot”) on the receipt for his fourth notice to Ibrahim (doc-20261023-001).
  4. A university copied over replies seen a few thousand times. The notice counts the views itself: about 4,800 and about 1,200. It sends a copy to the faculty of someone who is studying for a doctorate, where Rahmat has already named him in an essay about doctoral life (ev-20260728-033, ev-20260613-013).
  5. Not shown to have been sent. The pages found have no proof of delivery. The letter lists the copies, but nothing shows they were sent.
