Analysis

What this document is

An 8-page Laporan Aduan Masyarakat (public complaint) addressed to President Prabowo Subianto, dated Bekasi, 17 August 2026, Indonesia’s Independence Day, and signed by Rahmat Wibowo as the complainant and “direct victim”, describing himself as a person with a mental disability (bipolar affective disorder and ADHD). It is marked as a public version with his personal details removed, has no document number, and says it is sent without attachments. Pages 1, 2, 3, 6 and 7 have been found; pages 4, 5 and 8 have not.

What it says

  • The request. “Presidential oversight” (pengawalan) of a “series of cases” that he says began with his dismissal in September 2023: protection as a person with a mental disability, coordination between agencies, and a review of his proposal for state revenue from fines. It stresses that it does not ask the President to declare anyone guilty.
  • Chronology (section III).
    • 2023: his dismissal and posts by @sicupuh and other X accounts.
    • 2024–2025: a “personal blacklist”, the label “toxic talent”, and posts treating his situation as “lore”.
    • 2026: WhatsApp spam, his name in ITB’s professional-ethics course material, removal from ITB alumni groups and KORIKA channels, Abigail Aryaputra Sudarman’s credentials and his removal from AIX ID at JIExpo, his dispute with PT Nomnie Technologies Indonesia (Liven), and the police reports by Machrio Achmad Nurhatta.
  • Eight “clusters” (section IV):
    1. PT Amazon Web Services Indonesia: the 2023 dismissal, removal from AWS Cloud Day, and its lawyers’ letter.
    2. @sicupuh and other accounts.
    3. WhatsApp spam and “terror”.
    4. STEI ITB and the course material.
    5. Abigail Aryaputra Sudarman and AIX ID, including a Rp150,000 payment and his removal from JIExpo “despite having a visitor badge”.
    6. Dinda Rhapsodya and PT Nomnie Technologies Indonesia (Liven): the dismissal, the words “gila/rsj”, somasi, police reports and a settlement of 14 July 2026.
    7. The ITB Informatics Alumni Association and KORIKA: removal from groups, a vote to exclude him, and statements about ADHD, bipolar disorder and autism.
    8. Machrio Achmad Nurhatta: insults, mentions of his bipolar disorder, and “at least eight” police reports.
  • Reported parties (section VI, partly found). PT AWS Indonesia and its lawyers Makarim & Taira S.; ITB’s STEI and the ethics course team; community accounts labelled “IT Bandung” and GovTech Edu, by display name; and PT Inti Indonesia Makmur, which runs AIX ID.
  • Twelve requests to the President (section IX). Among them:
    • a single coordination point at the Presidential Staff Office or a coordinating ministry;
    • a consolidated review by Bareskrim of the eight reports by Machrio Achmad Nurhatta;
    • accommodations in every examination, including avoiding “unnecessary repeated examinations”;
    • an audit by the higher-education ministry of STEI ITB’s course material and of Abigail Aryaputra Sudarman’s credentials;
    • involvement of the manpower ministry in his AWS and Liven disputes, of Komdigi and the cyber police, of LPSK (the witness and victim protection agency) and of the National Disability Commission;
    • progress updates to him every 30 days;
    • a guarantee of “no retaliation” or pressure to withdraw his complaints.
  • The fines proposal (section X). A “legal-economic model” using the account @KawalRahmatwi as its case study: five posts about him, 3,161 reposts and over 766,000 views. Multiplying the reposts by the maximum fine gives “Rp210.77–843.09 billion”; a national scenario gives “Rp30 trillion per year”. He reports that his own adversarial review (“AEGIS”) rated the idea “Conditional Pass – Major Corrections Required”, 6/10. He lists ten corrections, among them that a repost is not automatically a crime, that the maximum fine is not a bill, that 3,161 reposts are not 3,161 people, and that his own case “must not become the pilot”. He asks for a cross-agency study by the finance and law ministries, the police, the prosecutor’s office, the Supreme Court, Komnas HAM and others.

Observations

  1. A letter to the head of state about his online disputes. On Independence Day he asks the President to set up a coordination point, involving at least ten ministries and agencies, for his personal disputes with a former employer, his university, a startup, an AI event, alumni groups and individuals.
  2. Fining the people who shared posts about him. The case study for national fine revenue is the reposts of posts about Rahmat himself. The figures, Rp843 billion from five posts and Rp30 trillion a year, come from multiplying every repost by the maximum fine. His own review concedes this double-counts, is not a bill, and has no empirical basis. He also notes that reposters can be fake accounts or bots, after earlier accusing @KawalRahmatwi and its 50-plus reposters of defamation (ev-20260728-039).
  3. “Judicial harassment” by others. He asks the state to audit whether Machrio Achmad Nurhatta’s police reports are “judicial harassment”. The letter does not mention his own somasi and police complaints from the same months against Yassirullah Muhammad (doc-20260828-001), Julyana Sonia Darmawati (doc-20260828-003) and Ghozy Ul Haq (doc-20260828-004), all dated 28 August 2026; against Ferry Irwandi (doc-20260911-001); and against AWS Indonesia and its staff (doc-20260908-001).
  4. Disability as a shield again. He asks for accommodations in every examination and for the prevention of “repeated examinations” that burden his mental health. Two months later he complained to the police’s Propam division that investigators should not question him without his doctor’s say (doc-20261014-001), although his own psychiatrist had certified him stable and fit to work (doc-20260513-001).
  5. Everyone he has fallen out with, in one letter. The eight clusters cover most of the people and institutions on this site: AWS, ITB, Abigail Aryaputra Sudarman, Liven and Dinda Rhapsodya, the ITB alumni association and KORIKA, Machrio Achmad Nurhatta and anonymous accounts. He has complained about each separately to the police, a ministry or the manpower office. Here he asks the President to oversee them all at once.
  6. What he leaves out. The letter describes his removal from AWS Cloud Day, alumni groups, KORIKA channels and an AI event only as things done to him. It does not describe his own conduct in those places. For example, in the KORIKA WhatsApp group he threatened members with a “professional blacklist”, the DPR and the police before being removed (doc-20260920-001). In September 2023 he publicly wished autism on a pregnant former colleague’s unborn child (ev-20230901-001).
