Analysis
What this document is
A one-page receipt form, “TANDA TERIMA DOKUMEN — Bukti Penyerahan dan Penerimaan Dokumen” (document receipt — proof of submission and receipt of a document), filled in by hand and stamped by the Komisi Nasional Disabilitas Republik Indonesia (KND, the National Disability Commission). Rahmat posted a photo of it on Threads, lying on a carpet, in mid-September 2026, about a month after he filed it. The link to the post was not recorded.
The receipt does not name who submitted the document, but Rahmat posted it, and its title cites the articles of Law 8/2016 on Persons with Disabilities that he has invoked in his other complaints.
What it says
- Organisation. The field “Nama Perusahaan/Organisasi” (company/organisation name) is left blank.
- Recipient. “Yassy”, position “PPPK” (a government employee under a work agreement).
- Document title, handwritten over two lines and partly illegible: “Pemantauan, evaluasi dan advokasi atas pemenuhan … pasal 143 Jo. pasal 145 UU” (“monitoring, evaluation and advocacy on the fulfilment of … Article 143 in conjunction with Article 145 of the law”). The law’s number is not written; Articles 143 and 145 are those of Law 8/2016 on Persons with Disabilities that he cites elsewhere.
- Date and time of receipt. 14 August 2026, 10:50 WIB.
- Signature and stamp. The recipient’s signature with a name written below it, and the round KND stamp in the box labelled “Cap/Stempel Perusahaan” (company stamp).
- Note (Catatan). “Tanda terima ini hanya membuktikan penyerahan dan penerimaan dokumen. Penerimaan tidak berarti persetujuan, pengakuan, atau pembenaran atas isi dokumen.” (“This receipt only proves that the document was submitted and received. Receipt does not mean approval, acknowledgement or endorsement of the document’s content.”)
Observations
- A receipt, not a finding. The form records only that a KND officer received a document. Its own note says that this does not mean the commission approves, acknowledges or endorses what the document says. No response from the KND has been found.
- The document itself is missing. Only the handwritten title is known. What he asked the commission to monitor and against whom, and what came of it, are not known.
- One of a series of filings that week. The day before, 13 August, he sent Bareskrim a 32-page complaint against ITB, its lecturers and five named people that quotes Articles 143 and 145 as punishing “intimidation, discrimination, cyberbullying and psychological exploitation”, which is not what published summaries of the law say (doc-20260813-001). The same day as this receipt, he sent his complaint against ITB to the Minister of Higher Education (doc-20260814-001), and three days later he wrote to President Prabowo Subianto (doc-20260817-001). The next day, he posted a fake prison mugshot of the admin who removed him from an alumni WhatsApp group, charged with “kicking a person with a disability out of a WhatsApp group” (ev-20260815-001).
- The same articles, used as a threat. In August he cited Articles 143 and 145 to demand that AWS withdraw its lawyers’ letter asking him to drop his claims (doc-20260806-001). On 2 November he threatened to report anyone who stops his “right to speak” under “Pasal 145 jo 143 UU no 8 Tahun 2016”, and Meta AI replied that the articles are about obstructing the rights of people with disabilities, not a general article on free speech on social media (ev-20261102-001).
