Analysis

What this document is

A letter from the Special Crimes unit (Unit IV Krimsus) of the criminal investigation unit (Satreskrim) of the South Jakarta Metro Police, numbered B/12631/VIII/RES.1.14./2026/Reskrim Jaksel and dated Jakarta, 14 August 2026, inviting Rahmat Wibowo, addressed in “Jawa Barat” with no street address, to a clarification as the complainant (pelapor).

Rahmat posted it on Threads on 1 November 2026. Below the last visible paragraph, he placed two copies of the sticker “kan kamu anak ITB, mAsA gInI aJa ga ngerti” (“you’re an ITB kid, how can you not understand something this simple”) and the cover of his InfraLoka e-book Anak Kita Tidak Bodoh, Sistem Kita Belum Selesai. They hide the rest of the letter, including the signature.

What it says

  1. References. Law 5/2026 (the third amendment to the Police Law); Articles 3 and 618 of Law 1/2023 (the new Criminal Code) with Law 1/2026 on criminal-law adjustment; several articles of Law 20/2025 (the new Criminal Procedure Code); police report LP/B/2914/VII/2026/SPKT/POLRES METRO JAKSEL/POLDA METRO JAYA of 23 July 2026, “atas nama pelapor RAHMAT WIBOWO”; and inquiry warrant Sp.Lidik/5498/VIII/RES.1.14./2026/Reskrim Jaksel of 14 August 2026.
  2. The inquiry. Unit IV Krimsus is conducting an inquiry (penyelidikan) into alleged defamation under Article 433 of Law 1/2023, which took place on 22 May 2026 at Jl. Jenderal Sudirman No. 21, 7th floor, Kuningan, Setiabudi, South Jakarta, on Rahmat’s report.
  3. The invitation. To follow up the case, the police need a statement from him “selaku Pelapor” (as the complainant), on Friday, 11 September 2026, at 10:00 WIB, at Unit IV (Krimsus), 3rd floor of the South Jakarta police headquarters, bringing documents related to the alleged offence.

Observations

  1. Another report by him. It is the earliest of the South Jakarta police letters he has posted, and the second about a report he filed himself, alongside the one about his insult report of 1 September (doc-20260930-002). In the other letter of 30 September, he is the reported party (doc-20260930-001).
  2. Probably AWS Indonesia. The person or company he reported is not named on the visible part of the letter. We assume, but cannot confirm, that Jl. Jenderal Sudirman No. 21 is the Sinarmas MSIG Tower, the building where AWS Indonesia has its office. The date fits: on 22 May 2026 he posted on LinkedIn that “employees using Amazon identity” had posted defamatory comments about him, citing Articles 433 and 441 of the new Criminal Code, and warned job seekers and investors away from AWS Indonesia and Liven (ev-20260522-001). In his later complaint against AWS, comments of this kind are attributed to anonymous forum accounts whose names include “Amazon”, and AWS’s lawyers denied any link to them (doc-20260908-001).
  3. The same day as the reminder. He filed the report on 23 July 2026, the day the lawyer for Dinda Rhapsodya’s side reminded him on WhatsApp to delete his content “in accordance with the original agreement” under which her report against him was withdrawn (doc-20260908-002). Whether the two are connected is not known.
  4. Two months after the event. The alleged defamation took place on 22 May; he reported it on 23 July. The inquiry warrant and this letter followed on 14 August.
  5. It is an inquiry, not a finding. The letter says the unit is conducting a penyelidikan, the stage at which the police establish whether an offence took place. It makes no finding about anyone.
  6. Handwritten figures. The letter number (12631), the inquiry warrant number (5498), the day 14 (twice), and the date and hour of the appointment are written by hand on the printed letter.
  7. Posted with a taunt. He posted it more than seven weeks after the appointment, covering the rest of the letter with a sticker mocking “ITB kids” for not understanding, and with an advertisement for his own e-book.
