What this document is

A 7-page Laporan Aduan Masyarakat (public complaint), numbered 009/ADUAN/RW/08/2026 and dated 14 August 2026, from Rahmat Wibowo as an alumnus of ITB’s School of Electrical Engineering and Informatics (STEI) to the Minister of Higher Education, Science and Technology, for the attention of the Directorate General of Higher Education and the Inspectorate General. It is marked as a “public version” with his personal details masked. The accused is ITB, through STEI, its Information Systems and Technology (STI) program and the team that writes and teaches the program’s Professional Ethics course. Pages 1–6 have been found; page 7 has not. Page 6 ends with the signature block and an empty receipt section for the ministry.

What it says

  • The claim. Since about the 2023/2024 academic year, the STI program has used his name and case in the Professional Ethics course, across “3 (tiga) bab” (three chapters), as a “contoh buruk” (bad example) of someone without ethics or professional attitude — without notice, consent, an ethics review or a right of reply.
  • What he cites for it.
    • A private message from an anonymous student (attachment A).
    • A forum thread in which one user wrote “bahan matkul etprof di sti” and Petra Novandi Barus replied “oh yeah. bener sih. emang pas buat studi kasus” (attachment E).
  • Earlier steps. A somasi numbered 035/SOMASI/RW/IV/2026, dated 19 April 2026, to the Dean of STEI, demanding the material be removed within seven days, which he says went unanswered; and a complaint to Bareskrim numbered 008/ADUAN/RW/08/2026, dated 13 August 2026, attached “for the criminal aspect running in parallel”.
  • Mockery and intimidation. Posts on X from 12–13 June 2026 — “ada dosen yang disomasi?”, “Dosen STEI wkwk”, “Berat ini urusannya” and Luca Cada Lora’s “Saya wakilkan om buat semuanya, besok masuk LP di polda jabar” — which he calls intimidation and judicial harassment against a victim using legal remedies (attachment F).
  • Legal basis. The Higher Education Law (12/2012), ITB’s statute and supervision as a legal-entity state university, the Disability Law (8/2016), Articles 1365 and 1366 of the Civil Code, Articles 433 and 434 of the new Criminal Code, and ITB’s codes of ethics for lecturers and academics.
  • Requests to the ministry:
    • audit the course material;
    • order ITB to remove and withdraw all material with his name and case;
    • order ITB to tell every cohort that the material was one-sided and unverified;
    • review the lecturers and curriculum team under the code of ethics;
    • issue a formal reprimand to ITB’s leadership;
    • answer him in writing.

Observations

  1. The whole claim rests on one anonymous message. The only first-hand source for the “three chapters” is a direct message whose writer opens with “btw ka sorry bgt pake akun bodong” — “sorry for using a fake account”. The complaint quotes that message, but not the second one shown in its own attachment A: “semog bisa berdamai sama diri sendiri dulu ya ka 🙏” (“hope you can make peace with yourself first”). The pages found cite no syllabus, slides or course material.
  2. The “independent confirmation” is a forum thread that started with a question. The complaint says the source was confirmed independently and “validated openly” by Petra Novandi Barus. In its own attachment E, Petra asks “eh bahan mata kuliah apa?” (“what course material?”). Another user answers “gtw, aku bukan anak ITB, cuma dia protes di LinkedIn” (“no idea, I’m not from ITB, he just protested on LinkedIn”), and a third user writes “bahan matkul etprof di sti mas”. Petra’s reply, “oh yeah. bener sih. emang pas buat studi kasus” (“oh yeah, that’s right, it does fit as a case study”), is an opinion that the case would suit a case study. It does not confirm that any course teaches it. The one user who gave a source pointed to Rahmat’s own LinkedIn posts (ev-20260617-001, ev-20260620-007).
  3. Reactions to his somasi, filed as intimidation. The posts in attachment F react to his somasi to a dean. Luca Cada Lora’s “besok masuk LP di polda jabar” says he would file a police report — the step Rahmat himself took the day before this complaint, with his complaint to Bareskrim. In June Rahmat had already called Luca’s remark an empty threat (ev-20260617-004, ev-20260618-003).
  4. The medical letter came after the somasi. The complaint says the course aggravates his mental disability and cites a letter from Eka Hospital BSD dated 13 May 2026, three weeks after his somasi to the dean. A psychiatric certificate with the same date that he posted himself declares him fit to work; the facility’s name is not visible on the part found (doc-20260513-001).
  5. Somasi numbers are not one count for the year. The somasi to the dean is numbered 035/SOMASI/RW/IV/2026 and dated 19 April 2026. His somasi of 28 and 29 August are numbered 003 to 027 (doc-20260828-003, doc-20260829-001), so the numbers cannot be read as a running total of his notices. His complaints, 008 on 13 August and 009 on 14 August, do follow on from each other.
  6. Two complaints in two days over the same claim. He dated his complaint to Bareskrim 13 August and this one to the ministry 14 August, and attached the first to the second.
  7. Legal citations.
    • Article 5(1)(a) and (e) of Law 8/2016 are quoted as the rights to be free from stigma and from danger, neglect and exploitation. In the published text, item (a) is the right to life; freedom from stigma is in item (b) and Article 7.
    • Article 26 is quoted as special protection from bullying and psychological violence, including in academic settings. Published summaries describe Article 26 as the right to be free from discrimination, neglect, torture and exploitation.
  8. Not shown to have been received. The ministry’s receipt section on page 6 is blank: “Diterima pada tanggal: ______”. Nothing in the pages found shows the complaint was filed or answered.

Legal references were checked against published summaries; the official gazette could not be accessed when this analysis was written.
