Analysis

What this document is

A one-page letter, number e-0590/KT.03.03, marked “Penting” (important), from the South Jakarta Office of Manpower, Transmigration and Energy (Sudinaker), dated 29 July 2026. Its subject is “Panggilan Sidang Mediasi I (Pertama)”, a summons to the first mediation session. It is addressed first to the management of PT Amazon Web Services Indonesia and second to Rahmat Wibowo. It was posted on Rahmat Wibowo’s Instagram with two stickers on it: a cartoon over his own name and address, and a Totoro over the official’s name, signature and stamp.

We have covered the part of his address that the sticker left visible.

What it says

  • Why: the office received a request from “Pihak Pekerja” (the worker) to record a “perselisihan hak” (rights dispute). On 29 July 2026 the head of the office passed it to an industrial relations mediator by letter 173/PHI-KP/VII/2026. Under Article 12(1) of Law 2/2004 on industrial relations disputes and Manpower Ministry Regulation 17/2014, the parties are asked to attend mediation.
  • When and where: Thursday, 6 August 2026, 10:30 WIB, at the Industrial Relations and Workers’ Welfare Section of the office, Jl. Prapanca Raya No. 9, Blok B, 10th floor, Kebayoran Baru, South Jakarta.
  • With whom: mediator Arjuna Arsy Ulya, S.H., for “Sidang Mediasi I Perselisihan Hak”.
  • What to bring: supporting documents and their own stationery, including the employment contract or company regulations, a written chronology, other relevant data, and a power of attorney if represented.
  • Copies to the Mayor of South Jakarta and the head of the Jakarta provincial manpower office.

Observations

  1. A routine summons, not a finding. The letter is the standard first step after a worker asks the manpower office to record a dispute. It makes no finding about AWS and says nothing about the merits of his claims. He had announced his complaint to the same office against AWS in May (ev-20260506-001), and posted that AWS ignored his invitations to bipartite talks (ev-20260505-001, ev-20260609-002).
  2. A dispute over a five-week probation, three years later. The dispute is about his dismissal during probation in September 2023, five weeks after he joined. The request reached the mediator nearly three years later.
  3. The same day as AWS Summit Jakarta. The session was set for 6 August 2026, the day of AWS Summit Jakarta. In his demands for this forum, he asked for every AWS Indonesia employee at the Summit to apologise to him in public, with him there to receive it (doc-20260806-001).
  4. How it ended. Two mediation sessions, on 6 and 13 August, ended with a mediator’s recommendation that he called harmful to him. A month later he asked the Jakarta police to pursue eleven criminal counts against AWS, its president director, a director and an HR staff member (doc-20260908-001).
  5. Stickers on an official letter. He posted the government’s letter with a cartoon over his own details and a Totoro over the official’s signature, as he later signed the receipt for his legal notice to Ibrahim Arief with a sticker of himself (doc-20261023-001).
